crsctl stat res检查服务时，一节点提示check timed out

环境：oracle linux 6.3 + oracle rac 双节点 补丁打到11.2.0.3.7
使用crsctl stat res -t 检查服务的时候出现如下提示：

查询crsd.log 有提示如下内容（部分）

[ctssd(3730)]CRS-2409:The clock on host db1 is not synchronous with the mean cluster time. No action has been taken as the Cluster Time Synchronization Service is running in observer mode.（检查2个节点时间是一致的，ntp也是正常的）

google一些资料，说是bug，mos提到在11.2.0.3和以后都已经fixed

日志使用附件的形式上传，ocssd日志文件太大，选取5月1日的日志内容，从alert日志能判断异常从5月1日开始发生，请查收分析，谢谢！

遇到类似故障，原因跟报错提示的NTP一点关系都没，最终发现是oracle home目录满了，删了一堆监听日志，重启监听恢复业务。
