rman备份到tsm带库时报错ORA-19511

环境：
系统：aix6
数据库：oracle 11g
带库ts3100

利用rman备份到到带库，
rman提示错误如下：

个人认为：关键在于ORA-19511的错误
疑问：由于服务 licenses 值的问题这个操作不允许
是不是由于tsm的licenses问题呢？
由于不是本人建的tsm server，没有登录到tsm server的口令，所以无法确认。
大家能否根据错误提示，给些建议？

报错信息很明确，licenses的问题
这个licenses 不可能是 TS3100 限制的；
应该是 TSM for Oracle 的 licenses 限制，具体的咨询TSM管理员哈；

很可能是是licenses问题，建议联系tsm
