add_node for oracle 10g rac on windows 2003

OS:windows 2003
database version: oracle 10gr2 rac

rac安装成功，现在要添加一个新的节点，IP,HOSTS等都配置完成
CRS_HOME\oui\bin\addnode.bat 成功执行，
CRS_home\install\crssetup.add.bat 执行报下列错误，

节点3发现部分进程没有起来，而且手动启动也不能用。

这种情况是什么原因照成的有人遇到过没？

就是节点3的css进程无法启动。
后来重启机器后好了！
