oracle 11.2.0.4 install GI root.sh failed

数据库版本：11.2.0.4
安装进行到GI执行root脚本
第一节点执行root.sh没有问题，第二节点执行后报错：
PRCR-1079 : 无法启动资源 ora.scan1.vip
